Dear Mr. O' Leary:

With this letter we transmit three (3) originals and twenty-five (25) copies of Amendment No. 3 to the Amended and Substituted Application for Licenses in the above-captioned proceeding.

Also transmitted is Supplement No. 19 to the Final Facility Description and Safety Analysis Report, which is in two parts.

The first part consists of seventy (70) copies of corrected pages to be added to the Report.

The second part is a separate document consisting of revised pages for the " Indian Point Unit No. 3 Security Plan."

Three (3) copies of this document are supplied.

As counsel for the Applicant in this proceeding, we hereby request that the second part of Supplement No. 19 be withheld from public disclosure pursuant to 10 C.F.R.

Sections 2.790(d) and 9. 5 (a) (4), on the ground that it identifies Applicant's detailed security measures for the physical protection of the facility.

Copies of Amendment No. 3 and the first part of Supplement No. 19 have today been served upon the Licensing Board, Mayor George Segnit, of Buchanan, New York, and Counsel for all parties to the proceeding.
