INDIAN POItTf NUCLEAR CENERATING UNIT NO. 3 NCffICE OF ISSUANCE OF FACILITY OPERATING LICENSE f Notice is hereby given that pursuant to the Order of the Atomic Safety and Licensing Foard, dated April 8,1975, and the Comraission's Memorandum and Order dated December 2,1975, the Nuclear Pegulatory Comission (the Comission) has issued Facility Operating License No. DPR-64 to Consolidated Edison Company of New York, Inc. permitting fuel loading and subcritical testing of the Indian Point Nuclear Cenerating Unit No. 3 (facility). The Indian Point Nuclear Generating Unit No. 3 is a pressurized water nuclear reactor located at the licensee's site in Westchester County, New York, on the east. bank of the Hudson River in the Village of Euchanan. The facility is designed for operation at approximately 3025 megawatts thermal, but in accordance with. the provisions of Facility Cperating License No. DPR-64 and the Technical Specifications appended thereto, activities under the license are restricted to fuel loading and subcritical testing and it is provided that at no time shall the reactor be made critical following fuel loading. The Conmission has made appropriate findings as required by the Atomic Energy Act of 1954, as amended (the Act), and the Conmission's rules and regulations in 10 CFR Chapter I, which are set forth in the license. Y , g lN" ' s: n 'Ihe licen:;e is effective as of its date of issuance and shall expire six -(6) months from said date, unless extended for good cuase shown, or upon earlier issuance of a subsequent licensing action. A copy of (1) the Order, dated April 8,1975; (2) Facility Operating License No. DPR-64, complete with Technical Specifications (Appendices "A" and "B"); (3) the report of the Advisory Comittee on Reactor Safeguards, ' dated Novenber 14, 1973; (4) the Division of Reactor Licensing's (formerly the Directorate of Licensing) Safety Evaluation Report, dated September 21, 1973, and Supplements No.1 and 2 to the Safety Evaluation Report, dated January 16, 1975 and Decenber 12,1975 respectively; (5) the Final Facility Description and Safety Inalysis Report and anendments thereto; (6) the applicant's Environmental Report dated June 14, 1971 and supplements thereto;- (7): the Draft Environmental Statement dated October 1973; and (8) the Final Environmental Statement dated February 1975, are available for public inspection at the - Commission's Public Document Room at-1717 II Street, N. W., Washington, D. C.', and at the Hendrick IIudson Free Library, 31 Albany Fest Road, Montrose, New York. A copy of the license and the Safety Evaluation Report may be obtained upon request addressed to the United States Nuclear Regulatory Comission, Washington, D.
