February 7, 2020 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520 Mr. Robin DeLaBarre:

Enclosed is an application dated January 13, 2020, from Southern Ionics Minerals LLC requesting amendment No. 01 to its existing license XSOU8844. This license presently authorizes the export of 41,392 kilograms (kg) of natural uranium and 271,829 kg of thorium for non-nuclear end uses in China.

The purpose of the amendment is to update the address of the licensee.

There are no changes to the terms and conditions of the existing license being requested.

Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period, and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.

Sincerely, 2/7/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs
