Report No: AO-25, Docket 50-155 2A.
Report Date: November 26, 1974 2B. Occurrence Date: November 14, classified as A0 on November 19,197h 4
3 Facility: Big Rock Point Plant Charlevoix, Michigan 4.
Identification of Occurrence: Ac emergency diesel generator starting deficiency.
5 Conditions Prior to Occurrence: Plant at steady state power of 62 MWeg and weekly test start of the energency diesel generator in progress.

Description of occurrence: ne 24-volt electric starting mot,r for the diesel did not properly start during the weekly test until the last few seconds of the timed starting sequence. At that time, the diesel promptly started. The 24-volt battery terminals were cleaned and the motor and diesel were retested satisfactorily on Ncrember 15 7
Designation of Apparent Cause of Occurrence: Probable corrosion on battery terminals cable connection point.

Analysis of Occurrence: The diesel generator is an e=ergency source of h80-volt power which operates critical equip =ent in the event that on-site generation and both off-site power sources are lost. The diesel did fulfill its weekly test start require =ent and it is only hypothe-sized that it might not have been able to do so on a future start. Since both off-site sot.rces and plant. generation vere available during the period, no hazard to the public existed.
9 Corrective Action: Immediate corrective action included repair of the tattery terminal connections and retest of the diesel. Battery terminal maintenance practices will be reviewed with the vendor. The current annual practice of cleaning and inspection vill be changed to a quar-terly frequency as an interin measure pending the vendor's review and recommendations.
