Technical Specificction Change Request No. 30 The licensee request that the attached pages 3.2-3 and 5-7 be substituted for the existing pages in Aprendix B of the TMI-II Technical Specifi-cations.

II.

Reason for Change This change is requested based on the fact that analysis required for complete subuittals are not available in the thirty day (30) period.

Strontium analysis are performed of fsite and tha turn around time does allow submittal of complete infornation in the required thirty day not period. This een requires submittal of incomplete information or a second stSmittal correcting the previous submittal.

Strontium analysis can be performed onsite but the results are not certifiable, thus, the offsite analysis is required. Normally the offsite analysis requires a minimum of 5 to 6 weeks to provide results. This time can not be reduced due to a required 4 week decay period prior to analysis. There-fore, a 60 day reporting is necessary to provide accurate reporting.

Additionally, this change will make this reporting requirement consistent with other reporting requirements.

III.

Safety Evaluation Justifying Change Offsite doses are primarily controlled through the use of setpoints on effluent monitors.

Setpof ts are established so that offsite dose limits will not be exceeded. Additionally, a program is in place that monitors offsite activity. This offsite activity is evaluated for potential doses to the public.

If any unusual amount of activity is noted, dose assesments are made to expeditiously evaluate resultant doses.

If the results of these assesments indicate actions are necessary, appropriate procedures are immediately employed in order to reduce releases.

Changing the reporting period from 30 to 60 days will have no effect on the actions described above.

Because of the above and since the report is after the fact, this change has no safety implications.

IV.

Amendment Class (10CFR170)

The licensee has deter, mined that because the n:oposeu Technical Specification Change involves a Pro Forma change and does not have safety significance, the change constitutes a Class II License Amendment (per 10CFR 170.22).

A fee of $1,200.00 is applicable. Therefore, enclosed please find a check for $1,200.00.
