Dear Mr. Hendrie,

Amid these trying times of severe budget cuts and constant criticism of nuclear power, I would like to take an opportun# ty to tell you about some good things that have occurred lately because of the efforts of some of the people and departments under your purview.

The Greenfield Community College Library / Learning Resource Center (L/LRC) was officially designated an NRC Local Public Document Roco (LPDR) for Yankee-Rowe on December 15, 1977 We were given a large batch of reports and cor-respondence, some friendly advice on how to take care of the material and little else for some time after that,.

About six months ago all that changed and an attitude of concern for the LPDRs began to be exhibited by the NRC. Written communications were stepped up con-siderably and a toll-free 600 number was installed at the NRC. This has been a big help in alleviating the feeling of isolation and frustration that some-times develops as the LPDR tries to cope with angry citizens' demands.

Another thing I think helps both the citizens and the LPDRs are the weekly press releases that we receive. Citizens feel as though the.c are being kept up t'o date about things rather than kept in the dark, and the LPDR recognizes that it is part of a " network" of service centers all of which have many of the same problems.

l Another important improvement in the service we can render, was occasioned by the receipt of a microfiche reader / printer and the complete set of reports and cornspondence for Yankee-Rowe on microfiche. Older reports were always a problem because no matter how quickly NRC got them out of storage, copied them and sent them to me, the requestor always felt either that we Utre trying to hide something or that we were deliberately stalling.

Perhaps the thing that has had the biggest impact on the LPDR though, is the service contract that was recently negotiated with the NRC. The execution of this document clearly demonstrates to everyone that the NRC recognizes its democratic responsibility to provide appropriate information and services about nuclear plants to the citizens of the U. S.

Furthermore, the staff of tLe LPDR now feel like responsible " employees" rather than volunteer " flunkies".

I sincerely hope the proposed " Training Seminars" will be implemented because I feel they will be the final link in bringing the LPDRs into the fold and making them function effectively and efficiently.

So you can see that these dramatic changes initiatad by your people over the r.sst months have been in the best interests of everyone concerned and well worth i

the expense! Every person I have dealt with at the NRC has been friendly and knowledgeable and I would hate to see their creative efforts to upgrade the LPDRs vaated. Please try not to let the budget cuts undo all the good -n-i i,u c has gone into making the NRC. the LPDRs and our citizens a cooperating team for the first time in history.
