Dear Mr. Denton:

I am responding to your March 13, 1981 letter to Mr.

W. O. Uhl, President, Long Island Lighting Company, in which you requested that he direct his personal attention and commitments to meet and expedite schedules for completing the licensing review of Shoreham.

I assure ycu the Senior Management of LILCO is totally dedicated to a properly expedited completion of the Shoreham facility.

You also requested that we arrange to have members of our staff who could represent LILCO and resolve any last minute Open Items in residence near NRC headquarters in Bethesda during the two week period preceding technical input deadlines.

l As you are undoubtedly aware, such a commitment of resources was made by me personally to Mr. D. Eisenhut in a meeting I

in his office on March 6,1981.

We hed a licensing team in attendance at NRC during March 6th to March 18th as requested by Mr. R. Ted^rko.. During this period alone, your staff reviewers, working with LILCO technical personnel, closed many of the unresolved items, however, 30 new items were generated by your staff resulting in issuance of the SER with 61 Open Items.

At the March 6th meeting Mr. Eisenhut established a June 1 deadline for Shoreham input to be included in the first Our response on April 15, 1981 to the expanded SER supplement.

On May 7, 1981 Mr. R. Tedesco directed a letter to my attention which listed the latest schedule for completion of the Safety Review for Shoreham which confirmed the schedule gl established on March 6, however, he stated that our April 15 5

Th12 was not in keeping with our agree -

ments with,Mr. Eisenhut, and with the extended scope identified by March 18th,:the agreed to schedule became extremely confining.

We have, however, continued to make every effort to shorten the response time.

With respect to the 61 Open Items, we have responded to date to 28 and have submitted 38 of the NUREG 0737 TMI issues.

Responses to nearly all Open Items and the TMI issues will be submitted to the NRC by June 1.

Improvements have been made in the area of the MARK II program and we have dedicated extensive manpower to work with your staff in the joint resolution of the MARK II issues.

With a firm commitment by the NRC to-review the documented Shoreham material and additional material being provided prior to June 1, we believe the MARK II Open Items for Shoreham can be treated as confirmatory issues.

The final con-firmation is scheduled for November 1981.

The material and commitments contained in these sub-mittals represent what we believe to be an acceptable basis for closure of the Open Items.

We have continued to remind your staff that we are prepared to meet with them at any time to expedite resolution of outstanding issues.

To date, I have had no feedback on existing submittals and have to presume sufficient material was submitted to accommodate staf f review.

I believe,

as you, that in order for the licensing schedule to be met that a concerted effort by both NRC staff and LILCO staff will be required.

I stand committed to fully support such effort to insure that Shoreham licensing proceedings reach a satisfactory
