DOE's intent to incorporate a vicinity site designation crecedure within the U:: TRAP Gener:c Program Plan. We would also like to reccafirm our vi.
that a aceting, as early as fea sible, between DOE and NRC staffs is needed regarding this natter to assure the fullest coordination in executing our agencies' respective responsibilities under the UMTRCA of l
1973.
In addition, the following discussion is provided which may assist in the effort to develop the vicinity site designation procedure.
We believe that a generic approach to fulfilling the "RC responsibilities under Section 102.(a) '(1 and 2) of the UMTRCA, to provide consultation th the COE regarding designation of sites and subsequent deteraination of site boundsries, ucuid best serve the interests of both COE and ::RC.
hcognizing that there will potentially be a Farge number of vicinity M tes associated with each processing site (Salt Lake City for example),
it is felt unnecessary for the !;RC staff to review and comment on DOE's identification and characterization of individual vicinity sites. We uc ald instead prefer to document cur acceptance of the generic DOE -
procedure leading to designation of vicinity sites and subsequent Ottrminaticn of their asscciated toundaries. The I;RC staff wodld then only receive the final vicinity sites designation report for use in fulfilling cur subsequent responsibility for ccncurrence in the selection and performance of remedial action related to vicinity sites.
