Deer Sirr Pursuanc to the requirments of Tectnical Specification 5.9.1.6.b, the W= Yankee Atanic Paper CM y hereby suhnits the folicwing report.
1%11owing the Cycle 4/5 refueli outage, a laak test of the Reactor Coolant Systen was perfonned in ac::o e with Technical Specification 4.3.
'Ibe RCS cW= pressure /tenperature relationship for the test was established in
-= with Technical Specification 3.4 Diaring this refueling outage, a reactor vessel wall surveillance capsule was removed and sent to Battelle Coluzir.as Laboratories for n-tafysis as a part of the rer vessel inservice inspection an.
The results of this analysis indicate a vessel wall flueoce approx caly 2.3 times greater than had been predictal.
This higber fluence results in a higher shift of ItrNUr-Utilizing the new fluence values and Regulatory Guide 1.99, Rev.1, April 1977, the resulting minime pressurization temperature (PST) curve indicates that the RCS leak test was performed at a %rature approxistely 273F beim the MPT.
This, by itself, would constitute a violation of the limits established by Technical Specification 3.4.
Ecc.au, the curves in Regulatory Guide 1.99 are generic in nature and have consitierable certservatism built into tbm.
