d Appendix A NOTICE OF VIOLATION Wisconsin Electric Power Company Docket No. 50-301 As a result of the inspection conducted on November 3-28, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

Technical Specification 15.3.10.B.2d(2) states, in part, that the indicated axial flux difference may deviate from its +6 to -9% target band for a maxi-mum of one hour (cumulative) in any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period.

If the cumulative time exceeds one hour, then the reactor power shall be reduced immediately to no greater than 50% power and the high neutroa flux setpoint reduced to no greater than 55% of rated power.

Contrary to the above, axial flux was out of its target band from 1850 on November 18, 1980 until 1621 on November 19, 1980 and the high neutron flux setpoint was not reduced to 55% of rated power.

This is a Severity Level V violation.

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within twenty-five days of the date of this Notice a written statement or explanation in reply, including for each item of noncompliance:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
