Rausch of your office of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GCNS) construc-tion site. The deficiency concerns the failure of a General Elec-tric subcontractor, I&SE, to establish and implement an approved quality assurance program for electrical work performed under GE Field Deviation Disposition Requests (FDDR) and Field Deviation Instructions (FDI).
An evaluation is currently underway by General Electric to determine the effects of the deficiencies upon safety of plant operations.
A status report is attached. On the basis of progress re-ported by General Electric, the earliest possible date that a final report can be provided is May 22, 1981.

Description of Deficiency This deficiency concerns the failure of I&SE, a subcontractor of General Electric, to establish and implement an approved Quality Assurance Program for electrical work performed under Field Deviation Requests (FDDR) and Field Deviation Instruc-tions (FDI).
FDI's are being tracked by the Constructor's Corrective Action Request (CAR) 219 and FDDR's by CAR 219 at the construction sita.
II.
Proposed Resolution 1.
Revise the QA program to incorporate electrical work per-formed by GE-I&SE.
2.
Implement the revised Quality Assurance program at the construction site.
3.
Conduct an inspection of all I&SE work prior to February 12, 1979 to insure compliance with the current QA Manual revisions.
III.! Status of the Proposed Resolution 1.
The GE-I&SE QA Manual was revised, reviewed and implemented on December 4,1979.

A review was made of all 55 FDDR's and all 110 FDI's ori-ginated and approved for implementation prior to February 12, 1979. The purpose of this review was to inspect all work performed by GE-I&SE prior to issuance of the appli-cable Quality Assurance Manual on February 12, 1979.
All 55 FDDR's were considered and"only' 4 required inspection.
Of the 4 inspected, no discrepancies were found.
All 110 FDI's were considered and 95 were eliminated. The re-maining 15 were transmitted to the Constructor for' inspection.
The inspection revealed two discrepancies: A terminal board damaged on one corner apparently after delivery of equipment and the installation of an incorrect isolator in panel H13-P872.
The deficiencies found on these two FDI's are undergoing evalua-tion by General Electric to determine their reportability and their effects on safety had these items gone uncorrected.
IV.
Reason for Delay
.1.
Evaluation results of inspections by the constructor are not yet available to MP&L.
2.
Safety evaluations of deficiencies found have not been pro-vided to MP&L by the constructor.
3.
Our constructor conducted a re-audit of the GE home office on January 19-23, 1981 to ascertain the status of an audit open item from March 16, 1979. Results of that audit are unavailable at this time.

Projected Final Report Submittal Date We expect to submit our final report by May 22, 1981.
