m The U. S. "Oclear 0.egulatory Ccanissicn (the Ccmr.issicn) has issued Amerdments No. 23 and "c. 3 to Facility' Operating Licenses No. "PF-4 and N:. NOF-7 isp_ed to the Virginia Electric and Pcaer Com;any (the licersae) for operation of the " orth Anna Pcwer Station, Unit No.1 and Unit No. 2
(:he facilities) located in Louisa Ccunty, Virginia.
The amendments a-e effective as of the date of issuance.
The amend. ents delete the limiting conditions for cperation relating to aquatic ecology set forth in the Appendix E Environmental Technical Scecifications.
The application for the amendments complies with the standards and requirements of the Atenic Energy Act of 195", as amended (the Act), and the Comnission's rules and regalations.
The Commission has made apcropriate findings as required by the 5.ct and the Ccamission's rules and regulations in 10 CFR Chapter I, which are set forth in tne license amandrents.
Prior public notice of these amendments was c:: rec n rad since the amencrents do not involve a significant hazards 2 sideration.

r 7590-01 f The Commission has determined that the issuance of these amendments is a ninisterial action required as a natter of law and that an environ-mt-til irpact assessment need nct be prepared.
