Accordingly, you should amend the docr.ets for these facilities to reference YOQAP-1-A as the operations QA program description for these facilities and indicate when g

this -QA progran will be implemented at cach facility.

The acceptance of this program was based in part upon the staff's position (see enclosed CAB statenent) that GA progra ::atic/adninistrative require-ments contained in ANSI Nia.7-1976 including referenced standards apply to maintenance and nodification activities co1 ducted during the ooerations phase.

In addition, the qualifications of the Radiation Pcotection Super-visor established in the topical do not meet the staff's requirements for this position.

This subject will be addressed in separate correspondence.

Should rer;ulatory criteria or regulations change such that car conclusions about this topical report are invalidated, we will notify you. You will he given tne opportunity to revise and resubmit it should you so desire.

Programnatic chances by YAEco to this topical report are to be submitted to ISC for revieu prior to implementation. ' Organizational changes are to be submitted no later than 30 days after announcement.
