riRC ACCEPTANCE OF YANKEE ATO.'4IC ELECTRIC COMPANY QA TOPICAL REPORT We have evaluated Yankee Atonic Electric Company's (YAECo) topical repcrt YOQAP-1, " Operational Quality Assurance Program" and Amendments Nos.1 and 2 submitted with your December 9,1976, and January 13, 1977, letters, respectively.
It is our understanding that changes identificd

in /c.endaents Hos. 1 and 2 uill be incorporated into YOQAP-1-A..We find that the topical report as amended describes an acceptable quality assurance program for the operations phase activities of those plants presently operating within YAECo's scope of work; i.e. the !!aine Yankee, Vert:ont Yankee, and Yankee P. owe facilities. Accordingly, you should amend the docr.ets for these facilities to reference YOQAP-l-A as the operations 0A program description for these facilities and indicate when this QA progran will be implemented at cach facility.
The acceptance of this program was based in part upon the staff's position (see enclosed OAB statemunt) that 0A prograrmatic/adninistrative require-ments contained in ANSI hlb.7-1976 including referenced standards apply to maintenance and modification activities conducted during the cocrations phase.
In addition, the qualifications of the Radiation Pcotection Super-visor established in the topical do not meet the staff's requirements for this position.
This subject will be addressed in separate correspondence.
Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you.
You will be given tne opportunity to revise and resubmit it should you so desire.
Programmatic chances by YAEco to this topical report are to be submitted to MC for review prior to implementation. Organizational changes are to be submitted no later than 3) days after annoaccement.
