Dear Ms. Shelly:

I as writing in response to your letter of April 1,1980, requesting information about the Three Mile Island Nuclear Station.

With regard to your concern about the release of contaminated water, except for releases of liquids containing only low or nondetectable levels of radio-activity to the Susquehanna River, such releases are not currently per.nitted.

The Consnission has authorized use of EPICOR-II water treat:nent system for processing the waste water stored in tanks in the auxiliary building. We do not currently pensit the discharge of water processed by the EPICOR-II system.

The disposal of the water processed by EPICOR-II is addressed in the Programatic Environmental I@act Statement (PEIS) on the decontamination and disposal of radioactive waste at Three Mile Island. Enclosed for your inforaation is a copy of the PEIS.

As a result of releases centaining enly 1cw or ncndetectable levels of radic-activity, the levels of radioactivity in the Susquehanna are indistinguishable from existing background levels at public water supply intakes from the river.

These levels have been confirmed by independent measurements made by the NRC, the Environmental Protection Agency (EPA), and the Comonwealth of Pennsylvania.

The answers to your other questions about the water and the condition of the plant are contained in the PEIS. Curntnt plant status is posted at the NRC's Middletown office located in the Downtown Mall,100 Brown Street, Middletown, Pennsylvania. The office is open from 11:00 a.m. to 3:00 p.m. on. Mondays, l

Tuesdays Thursdays, and Fridays and from 9:00 a.m. to noon on Saturdays. The office is open until 8:00 p.m. each Wednesday to acconnodate those who cannot visit during nornal daytime hours.

The NRC is amending its regulations to upgrade its requirements for energency l

planning around nuclear facilities. Enclosed is a copy of the press release which explains the major changes in the regulations. These regulatiens apply l

to all nuclear pcer plants including the Susquehanna steam Electric Station in Berwick, Pennsylvania.
