1-SL*TRRY HINUTES - MEE11NG WITH SENIOR OFFICIALS OF COBO. WEALTH EDISON On November 11, 1977, the following people met to discuss issues raised in a letter dated September 30 to Thomas Ayers from Ernst Velgenau concerning safety related problerts at Cocaonwealth Edison plants:

Dr. Volgenau opened the aceting by expressing his concern over the history of noncompliances over the past three years of Comnonwealth Edison (CE).
He also mentioned the more recent problems at Zion, and other CE plants, in which operators failed to fo11cv procedures.
Mr. Ayers acknowledged that there were problems at CE plants but that CE had recently taken a number of steps to remedy them. He cited as examples the appoint-ment of a new plant superintendent at Zion, establisicent of a position of Lead Engineer at each of the three plants, and a program of professionalism for operators. He also said that CE intends to retsin a consultant to study the areas of NRC concern.
At the conclusion of the meeting Dr. Volgenau stated that he was not totally satisfied that the measures mentioned by CE would solve the problems. He said that NRC intends to c3csely watch future safety related -
developments at CE.
It was agreed that Mr. O'Connor and Mr. Keppler would meet monthly to assess progress and that Mr. Ayers and Dr. Volgenau would meet in six to nine months, or sooner if the situation dictates.
