Reference (a) proposed a program for maintaining qualification for off-site licensed operators.
Based on discussions with your staff, modifications were made to more clearly stipulate conditions regarding the assignment of off-site licensed personnel to shift duties.

The Accelerated Training section of the Program is planned _ for implementation in case of a special need brought about by a work stoppage.cnr other situation where the regular compicment of licensed opert. tors is not available to operate the plant.

Participation A licensed senior operator when transferred from a nuclear station'and when so requested by the Division Manager Nuclear Stations, shall continue in the Common-wealth Edison Requalification Program in order to remain eligible for shift assignment as a licensed operator at the nuclear station.
The maximum number of off-site licenses to be maintained for each station
.shall be:
Dresden
- 20 Quad Cities - 15 Zion
- 15 LaSalle
- 15 2.
Accelerated Training Program After having been absent for four months or more from duties at the station where licensed as a senior operator, and prior to assignment to shift duties to replace regular plant operating personnel, the off-site licensed operator shall participate in the program described in this paragraph.
(a)
The Program The program shall consist of a minimum of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of simulator training and 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of training in the. plant.
The order of conducting this training is not. stipulated; that is, training in either the plant or simulator may be conducted first.
(b)

The Operater anal; practice pian: ::artups, plant shutdowns. and excercise in evercoming malfunctient.

7-Training cha11 be conducted by a qualified Training Center instructor or an experienced. instructor from the staff of the Nuclear Station.
A written evaluation shall be made by the instructor of the operator's performance during simulator tra111ng.
(c)
Training in the Nuclear Plant H
A minimum of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of training shall.be accomplished in the nuclear plant.
Durin6 this training, the licensed. operator shall become knowledgeable.of plant modifications, plant operating conditions and the history of recent plant operations.
A period of review to highlight license changes, technical specification changes and procedure changes shall be conducted.
(d)
Program Supervision This training program shall be conducted under the direction of a licensed senior operator regular 11y assigned to the station, preferably the Training Supervisor.
(e)
Certification An oral examination shall be given to each participant in the program by one or more licensed senior operators from the station staff upon completion of the program.
The supervisor of the program shall not be an examiner.

The purpose of the oral examination shall be to determine that the operator's knowledge and under-standing of facility operations and administration is satisfactory as required by 10CFR Section 55 31 (e).
Records of the accelerated training program and the
,Requalification Program shall be reviewed by the examiner.
(f)
Records The following records shall be kept for each participant in this program:
1.
Evolutions performed in the simulator.
Evalua-tion of performance in the simulator by the inst ructor.
2.
Hours in the classroom and subjects taught.

3 conditions The following conditions are established regarding the assignment of off-site licensed personnel to duties as operators in the plant:
(a)
No more than two of the required licensed shift personnel shall be off-site personnel.
An off-Jite licensee shall not be assigned as Shift Engineer.
(b)
No more than one of the three control room licensed operators on each shift shall be off-site personnel.
(c)
Off-site licensed personnel.shall commence their control room duties at the center desk.
A minimum of two shifts at the center desk shall be completed prior to rotation to the unit operator position.
