(n 3,

Dear Mr. Lowenstein:

@d o

Your letter of March 24 addressed to Mr. D. hobert Bower describes your Division's philosophy regarding containment cesting f

and confirms our discussions with members of your Regulatory st af f i

on March 3,1964.

We appreciate receiving the letter.

In the next to the last parsgraph, you say that you would like to review any proposals which we may w*sh to submit in this I

matter.

We wish to suggest that Messrs. Roger S. Boyd and R. E.

Meccary plan to meet with us at our Dresden Station on April 8 or as soon thereaf ter as is convenient to hear about the testing pro-cedure we are developing and give us whatever Euidance tney think is necessary to arrive at a procedure which will be satisfactory to your Regulatory staff and ourselves.

I gave Mr. Boyd the following information regarding our I

program in a telephone ccaversation this afternoon:

Tne compressors and piping are being ordered out and the reference vessels and piping used in previous tests are being assembled by the people at the station.

Sargent & Lundy, our Consult ants, are studying the existing penetrations to determine what modifications can be made j

to improve them.

Chicago Bridge and Iron Company is studying the i

design of the access locks to determine the modifications that must be made so that they can be tested independently of the containment vessel.

General Electric's engineers are restudying the original calculations of the maximum credible accident and the effects of leakage upon the environment so that we can re -asse s s the maximum credible accident pressure and containment leakage rate requirements.

Our Engineering Department is studying the design of a simpler re f ere nce ves sel system.

It appears that all the information discussed above will be available for use in a discussion with your representatives at Dresden on April 8, if that date is convenient.
