s ENCLOSURE 1 Item 1 - Marginal Review and Follow-u'p by Members of the Technical Staff The review capability of the Technical Staff will be im-proved by increasing the number.and the experience level of the Technical Staff personnel.
Since June 1, 1974, the size of the Technical Staff has been increased. from 35 persons to 44 persons.
In addition, in 1975 it is planned to add seven engineering as-sistants including four to quality control.
The other three will function as assistants to the unit lead engineers.
These added engineering assistants will allow the unit lead engineers to make a more thorough review of procedures, deviations, incidents, and modifications.
The addition of three licensed engineers to the Technical Staff will take place-subsequent to notification of the issuance of senior. reactor operator licenses to-the two former members of the Technical Staff recently examined.
This will significantly increase the experience level-of Technical Staff personnel.
The Station will follow a practice of not releasing Technical Staff personnel for simulator training until supervisors on shift with licences can be returned to the Technical Staff.
The net effect of this practice will be to increase the experience level of the Technical Staff

personnel.
Item 2 - Overtaxing of Sunervisory Personnel The Station is adding personnel to assist the Maintenance Engineer, Operating Engineers, and the Technical Staff Supervisor.
These additional people will be abic to relieve such supervisors of some of the routine details of their jobs.
The result of these additions will allow the Maintenance Engineer, Operating Engineers, and the Technical Staf f Supervisor more time to concentrate on the overall supervision of their area.

F. Janecek has been authorized to assume the re-sponsibilitie.s of the Technical Staff Supervisor when T. E. Watts is not on site.
This includes all the responsibilities associated with Onsite Review and Onsite Audit Function.
In addition, there has bec.- a reorganination of the Technical Staff.

In the maintenance area, in addition to the' changes-reference d in the October 18,-1974 letter, an additionaliforeman's position has been established.
This provides' a ratio of one foreman for every 10 mechanics.
In the operating area during the past year, the number of Shift Engineers has been increased from six to seven.
Presently, the Station is interviewing applicants for the position of an assistant to the Shift Engineer.
This assistant, when selected, will assume many of the routine tasks now being-performed by the Shift Supervisors.
These include arranging for overtime, handling numerous telephone calls, and timekeeping.
These secondary tasks require nearly full attention of one of the Shift Supervisors.
This position when filled will have the effect_ of providing. one additional Shift Supervisor to keep track of plant operation.
Item 3 - Lack of organized Training in Quality Control Methods and Lack of Complete Implementation of Established Quality Control Procedures The first step.fui setting up an organized training program for Quality Control Procedures was to outline the program.
This was completed last year when initial training'was conducted.
This training was conducted by a member of the Technical Staff and given to management personnel.
The next step will be to assign to Dresden's Training Group the following program:
1.
Periodic review of Quality Procedures and Quality Control Procedures for management.
2.
Initiate special training when required because of changes or revisions to Quality Procedures or Quality control Procedures.
3.
If additional employ'es are identified who require training in thir area, their training will be-incorperated ir this program.

Presently, the Training Group is inadequately manned to undertake this assignment.
Station plans call for three additional instructors to be added to the Training Group.
The training will
-begin as soon as a qualified instructor is available.
The Station has outlined the general training requi'rements for its Quality Control Inspectors.
In addition, the Station is attempting to cocrdinate this program with the Quality Assurance Department and set up or e Company program for training of all Quality Control Inopectors.
Item 3 - Lack of Coordinated and Uodated Administrative Procedures The Dresden Administrative Procedures have been completely revised, and are now undergoing an on-site review.
We expect these procedures to be approved and implemented by March 1,'1975.
Item A.la, b, c - Abnormal Occurrences Not" Identified and Recorted Operating Engineers have been ordered to review and initial the Shift Engineers and Unit Operators logs.
This is normally-done every work day.
They check for unusual conditions that should be reported as a deviation or incident.
If any such conditions have not been reported, they insure that a deviation report 'is initiated.
The Unit Lead Engineers on the Technical Staff also are ordered to review and initial the Unit Operators logs.
This is normally done every work day.
They also check for conditions that.
could be considered deviations. _Any event in question vill be brought to the attention of the Technical Staff Supervisor who will resolve the problem with an operating engineer.

When major modifications are performed under the direction z_
of the Station Construction Department and.the required parts are not ordered by the affected generating station, the receipt of purchased materials is performed is accordance with Quality Procedure 7-1.
The interface control between construction and Operations The for plant modifications-is provided by Quality Procedure 3-51.
Quality Procedures numbered 1 through 50 in each of the 18 sections storage of govern subjects such as the design, ordering of parts, materials and construction for major modifications.

In addition, Quality Procedure 6-51 defines the final audit of construction records and' final turnover to these records to the station.
