Commonwealth Edison Company hereby respectfully rsquests pursuant to paragraph 3-a(4) of License DPR-2, as amended, for thn Dresden
.inclear Power Station that Anpendix A to said license be amended ay revision of 1:en c-c,

The propoced revision as attached and marked Exhibit A, is intended to (1) po sit substitution of an improved method of monitoring for radirejses in place of the criginsi method, (2) clarification of the permissible average and maximum emission rates for radiogases, and (3) establish release limits and monitoring method for airbene radioactive materials other than radiogases.
With regard to methods of monitoring radiogases, the original and currently effective technical a ification prescribes the monitor-ing of a single isotope, i.e. X
, as a measure of the total radiogas activity emitted.

The record clearly indicates the intent that an emission rate in excess of 0.7 curies per second would not require manual shutdown unless it were " continuous".

In Cocuconwealth's opinion it is desirsble to specify in

Tne current technical 3pecification 13 3ilent regarding limits and conitoring mechods for other airborne radioacti/c material efflu-enta.
Commonwealth concurs in the opinion expressed by Division of CorJpliance inspectors that it is technically correct and proper that 1;.rcLts and monitoring methods should be established for these airborne radioactive materials and made part of the technical specifications.
Accordingly, Cocunonwealth is installing additional monitoring equilznent, in the form of filters, on the existing stack monitoring equi;xnent and suggesta that the technical speci-fications be appropriately amended.
Se technical basis for this proposed revision 13 presented as an attachment to this letter as Exhibit B.
