I PRELIliINARY NOTIFICATION July 7, 1980 PRELIMINARY NOTIFICATION OF SAFEOUARDS EVENT PNSII-80-15 This preliminary notification constituties EARLY notice of an event of POSSIBLE national security or public interest significance.

The inf ormation presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

SUBJECT:

S SPECTl'"O INTRUSTON OF THE PROTICTED AREA At 9:30 p.m., July 5, a guard conducting's routine patrol discovered a ladder leaning against the protected area fence. This ladder was on the Unit 2 construc-tion side of the barrier. Also found were drops cf blood indicating that a person probably cut himscif on the barbed wire of the fence. After this discovery the licensee conducted a search of the Unit I site and found another ladder, on soother elevation of the plant, leaning against the protected area barrier. This second ladder was based on the operating side of the fence.

At shift change the licensee conducted a visual scan of personnel to detected any cuts or bandages.

The scan was unsuccessful du identifying any injured workers.

Unit 1 is currently at a zero power start up status. There has been no media interest. A news relesse is not planned by the licensee or the NRC. The State of Tennessee has been notified. The IAT has been notified. The FBI was notified.

A Region II Security Inspector is conducting a special inspect. ion on tha incident.

Region II (Atlanta) received notification of this occurrence by telephone from the Resident Inspector at 9:00 a.m. on July 6. This information is current as of 9:00 a.m. on July 7.
