PRELIMINARY NOTIFICATION Date: July 7.1980 PRELIMINARY NOTIFICATION OF SAFEGUAROS EVENT--Pfl5-I-80-17 This oreliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest signifie.ance.

Facility: Metropolitan Edison Company Three Mile Island, Units 1 and ?

Middictown, Pennsylvania (DN 50-289 and 50-320)

Subiect: THREAT TO DEFTAT SECURITY t:

At II:c.5 a.m., duly /.1980, the licensee received a telephone call from an, unidentifiej person, who gave a warning that, " Watch your security, someone is going to try to get onto Three Mile Island today". Security vigilance was increas ed.

At approximately 2:15 p.m. a security officer un patrol observed three individuals en the far south end of the island Laking pictures.

Two of the individuals identified themselves as being with Television Station #27 l'arrisburg and the third person is associated with a llarrisbarg nagazinc. The area of the island is outside of the owner controlled area and is not posted to prohibi t trespassers. All three were escorted off of the island. Access to the

island from the meinland was made by fording Lhc shallow part of the river. The t',

individuals related they planned to writc a story of the event for publication.

The licensee advised that they were going to issue a press release. No press release is planned by the NRC et this time.

The IAT has been advised.

lhe Commonwealth of Pennsylvania will be advised.

This preliminary notification is issued for information and no further action by IE is anticipated.

NRC Region 1 (Philadelphia) received notification of this occurrence from the licensee at 3:20 p.m., on July 7. 1980.
