?ursuant to paragraph J.a.(5) of License D?3-2, as amended, Co==onwealth Edison Ccmpany proposes to change the design of fuel assembly ??-12 described in cur application dated January 27, 1961 for anendnent af Appendix A to License D?3-2 as nodified by our lattar da:ed.'.cr0h ]l, 1961.

It is contemplated that the modified

??-12 assembly will be loaded in the Dresden reactor during the next shutdown of the reactor for inspections pursuant to Section I. of Appendi: A.

A description of the proposed change in design is set-forth in the report anclosed, "Eevision to Dresden Experimental Elecent ??-12, dated May 10, 1961.

Since the change in design will not nececaitate a lowerir:5 of the burncut -ratio of 2 for the Dresden Core I-Modified, it is our view that the change does not involve hazards which are greater than or materially different from those considered by the Com=1ssion in authorizing the amendment to License DP3-2 as requested in the application dated January 27, 1961 as modified by our letter l

dated idarch 31, 1961, nor does the change constitute a material alteration of the facility.
