Comanue11th Edison Cc pany hereby res?ect fullv applies for general. authorization to take credit for use of its respiratory protective equipment pursuant to the provisions of Section 20.103(c)(3) of 10 CFR 20.

In support of this request, substantial information in the form of descriptions of equipment, procedures and respirator selection criteria were submitted with Commonwealth's letter of July 30, 1963.

The Commission, in its letter of

'tarch 13, 1964, granted a temporary authorization, restricted to the then forthcoming refueling outage.

The Commission's letter also requested a report of our experience during the l h 4 ring refa ung ou: w una r t?.:t autheri ni.:n.

We are pleased to report that it became unnecessary to tne credit for the use of the approved respiratory protective equipment during the period of the 1964 Spring outage.

Our experience with the use of respirators under the various conditions encountered during this outage was quite similar to, I

and in some respects even identical with, our experience with their use during the 1962-63 refueling and inspection outage on which we reported July 30, 1963.

The 1964 Spring outage use of respiratory protective equipment was required for work in essentially three categories involving radioactive material contamination.

The equipment l

was used primarily for respiratory protection applications during (1) welding, (2) sandblasting operations, and secondarily for such applications as (3) protection from contact with contaminated water.

The magnitude of.use of respiratory protective equipment for all categories was only 60 job-days involving 30 men.

(A job. day is defined as one job requiring one or more men working all or any part of 8-hour shift.

If a job involves all or parts of two 8-hour shifts, it is recorded as "two job-days" regardless of the number of men required.)

Doan September 16, 1964 It is Commonwealth's judgment, based upon experiente at its Dresden Nuclear Power Station therewith, that respiratory protective equipment has become, and in fact is, an essential safety device and that, accordingly, such equipment must continue to be available for use at Dresden at all times regard-less of its status (i.e., operating or shut down).

Commonwealth also reaffirms its view, consistently held in the past, that use of respirators for routine applications is basically un-desirable and thus, wherever practicable, decontamination or other suitable methods of control and conta'inment of potentially airborne radioactive material are to be preferred and undertaken.

Commonwealth fully recognizes and appreciates the impairing effects upon productivity which unavoilably result from use of respirators; it therefore strives to ninimize situations calling for their use.

In our considered opinion, the described respiratory protective equipment when used in the manner and under the conditions presented in the submittal of J 21y 30, 1963 will afford the user adequate protection from airborne radioactive material.
