" BURDEN OF PROOF" Two points should be made in briefing Mr. Munt:ing regarding our-program for i= proving the standardization of reviews and the handling of backfit considerations.
Regarding standardization, among the reasons for the reorganization and the formation of the technical review grcup was to develop a base for conducting standardized reviews and to make these reviews more efficient than they were previously asstr.ed to be.
Regarding backfitting, we are developing a precedure that will require the conduct of a ccmplete backfitting analysis for each OL application during the preliminary review of the FSAR for acceptance of tne application. The Project Manager conducts the analysis with input frem the TR branches. He also monitors the whole process for possible rachetina.
Dick DeYoung is preparing information on the three examples and will forward it to 'jou within about a week.
