Seaborg concerning your organization's opposition to the pmposed Davis-Besse nuclear power reactor to be constructed on Lake Erie, near Port Clinton, Ohio. You also expressed concern regarding the siting of the Donald C. Cook plant on Lake Michigsn aral j

the siting of nuclear power plants in general on the Great Lakes,.

In reviewing your letter and previous correspondence from your organization, we mderstand your concern to be primarily that of possible adverse effects upon the envimnment and particularly the possible thermal effects front the proposed construction and operation of these facilities.

w-legislation enacted during 19hD has enlarged the AEC's responsibilities for protecting the environment. thder the National Environmental Policy Act of 1%9 (NEPA) and the Water Quality 74rovement Act of 1970 (WQIA), and our implementing regulations, the AEC is now involved with the full range of environmental issues, both radiological and nonradiological, that may be connected with the siting and licensing

_of major, nuclear facilities..

With respect to the Davis-Besse nuclear power plant I an enclosing the Environmental Statement prepared by the Commiission in accordance with requirements of M!PA.

It should be noted that the Toledo Edison Company and the Cleveland Electric Illtmainating Company have made provision to install-a closed-cycle cooling tower system to handle the plant's. condenser ciioling water. Utilization of such a system would precludeithe discharge ofElarsp guentities of heated water to the 1
