l It is true as you stated in your lettar, that NRC inspectors did fin d?'iciencies in portions of the construction work at the Davis-Besse I
p bnt, particularly with electrical installations. These electrical problems and others found both by MRC inspectors and by utility.
personnel were corrected to the NRC's satisfaction, Before any nuclear plant is permitted to begin operation, the NRC staff makes a tiwrough review of the design and construction of the plant to assure that it can be operated safely. No plant would be permitted to operate if any deficiencies were found that would l
jeopardize the safe operation of the facility.
l Since yoJr letter was written the NRC has completed its preoperational review of Davis-Besse Unit 1 and in April. Toledo Edison Co pany was issued an operating license for the plant. The plant is now undergoing a thorough tasting program prior to full-power operation.
I want to assure you that the NRC continues to monitor activitics at i
the Davis-Besse Station, as it does at all operating nuclear plants.
NRC inspectors conduct inspections at operating nuclear stations on the average of orce every two weeks.
All inspection reports for the Davis-Besse Station, and other NRC and licensee docursents, are available for public exaninstion at the Ida Rupp Public Library, 310 Madison Street, Port Clinton, Ohio.
