Dear Mr. Minshall:
I am pleased to reply to your letter dated September 23, 1970, which enclosed a letter from Mr. Sylvester R. Zellers of Eerca, Ohio.
Mr. Zellers expressed concern about the buildinE of the Davis-Besse nucicar power plant but did not cite his reasons for this concern.
The Atonic Energy Comission is presently revieving Toledo Edison Coc:pany's application for a construction permit for chis plant from the standpoint of radiological health and safety. The AEC procedures for considering an application for a nucicar power plant are described in the enclosed booklet, 't.icensing of Power Reactors."
Vith respect to environmental considerations other than the effects of radiation, I am enclosing a copy of the AEC's policy statenant on implementation of the National Environmental Policy Act of 1969, which may be of interest to Mr. 2c11ers. I am also enclosing a copy of AEC's booklet, " Nuclear Power and the Environment," for Mr. Zeller's information.
We would be pleased to ansver any specific questions Mr. Zeller may have concerning the proposed Davis-Besse plant.
