Dear !!r. Ford :

We have_been asked to reply to your January 25 letter addressed to the Chief of our Docketing and Service Branch.

Utilities licensed by the Nuclear Regulatory Commission to operate nuclear powcr plants are required to develop, in close cooperation with appropriate law enforcement officials, emergency plans for coping with hypothetical, off-site radiological emergencies.

They arc not required, by.the Atomic Energy Act of 1954, as amended, or by NRC regulations, to give-copies of thoso plans to individual citisens.

The NRC's requirements in this regard arc detailed in i

Appendix E to Part'50 of our regulations and in Regulatory Guide 1.101; copies of these documents arc enclosed for your information.
