niles northwest of Sandushy, Ohio.

The Atomic Energy Consission shares your concern that the electric power society uses ir produced in a safe manner. We appreciate the concern of the public in this r.atter, both with regard to the consequences of on electrical shortage and the j

inpact of alternate solutions on other hu=an values.

t With regard to the construction of nuclear power plants, vc carefully weigh the inportant, factors of health and safety of j

the public, protection of envirow.catal values, prese:vation of natural resources, cost benefits and technical feasibility.

Also, we provide a means whereby the general public may be kept infor:aed and may participate in public hearings involving Davis-Besse as well as othst nuclear plants.

Upon completion of an extensive pre-construction review of the Davie-Besse plant by the AEC, the public was afforded the opportunity to participate in the hearings held during the three months before the construction permit was issued in March 1971. Public hearings were held in the first half of 1972 on environ:nental matters and results of additional reviews I

of safety and environmental matters now undervsy by the AEC will be made available to the public when they are completed.

i I am p. eased to respcnd to your letters concerning safety of the Davis-Beste nuclear power plant. Multiplicity or redundancy of safety systen compenents gives extraordinary reliability to the overall functioning of the safety systems in the very unlikely event that they are required.

The measures taken in nuclear plant design, construction and operation i

to insure safety,far exceed those of any industrial activity in our society. -Me believe that these measures make the likelihood of a serious accident exceedingly smil.

In spite of this conviction, an extensive array of redundant back-up systens and continuing in-plant surveillance programs are required for each nuclear power plant because safety has been a prir:ary concern of the Atcaic Energy Commission in developing nuclear power.

Strict. regulations are ir. posed.on the operation of nuclear plant facilities to reduce the release of rad'eactive effluents to in-significant quantities such that they will have little or no effect en the environments and its inhabitants.

We fimly believe that the precautionary steps taken in the design, construction and operation of nuclear reactor plants are adequite with respect to protecting the general public.
