submitted an application to the Atomic Energy Commission for a permit to construce the Davis-Besse Nuclear Power Station on August 1, 1969 The proposed pressurized water reactor is designed to operate at an initial power level of 2633 thermal megawatts (HWt), and with proposed ultimate power level of 2772 MWt.
Review of the Application The application for a permit to construct and operate the proposed Davis-Besse plant was evaluated by.the technical specialists of the AEC's reg-ulatory staff and also by the independent Advisory Cc=mittee on Reactor Safeguards (ACRS). In3 regulatory staff and the ACRS have completed their reviews of the Davis-Besse application, and both concluded that there is reasonable assurance that the facility could be constructed and operated at the proposed site without undue risk to'the health and safety of the public.
Public Hearing _.
A public hearing before an atomic safety and licensing board on the con-struction permit application for the Davis-3 esse Nuclear Power Station was held in Port Clinton,-Ohio, on the following dates: December 8-10, 1970; January 5-7, 1971; January 25-29, 1971; and February 8-12, 1971.
The hearing was concluded on February 12, 1971.
.ht addition to the applicants and the Atomic Energy Commission's regu-latory staff.the parties in the proceeding were (1) the Coalition for, Safe Nuclear Power, a group of citizens and organizations from the greater Cleveland area; (2) L.I.F.E. (Living In a Finer Environment), an organiza-tion whose membership is drawn primarily from students and faculty at Bowling Green. Universit'y; and (3) Mr. Glenn Lau, who lives approximately two miles from the proposed plant. All' parties actively participated in the presentation of witnesses and evidence, in cross-examinatign of-witnesses and in legal arguments relating to the conduct of the hearing.
All parties were represented by counsel except for Mr.-Lau and he, too, s
was represented by counsel during portions of the hearing.
During the course of the hearing approximately twenty-five individuals from the local communities near the proposed plant and from Ohio were permitted 9

l 2-i to state their views on the record regarding the proposed construction of the plant. ' Approximately one hundred persons were in attendance at the various sessions of the. hearing including members of the local, Cleveland and Toledo news media.
'A transcript of the hearing, as well as copies of the application and the AEC regulatory staff's safety evaluation of the application were available at the Ida Rupp Public Library in Port Clinton, Ohio, through-out the course of the hearing for inspection by any member of the public.
These documents are still available at that location for inspection. These same documents are also available for inspection in the AEC's Public Docu-ment Room at 1717 H Street, N. W., Washington, D. C.
The hearing record is now closed and the presiding atomic safety and li-censing board is preparing its initial decision.
If this decision au-thorizes the issuance of a construction permit, the Director of Regulation of the AEC will issue it within ten days or within such other time as may be specified. The initial decision is reviewed by the Atomic Safety and Licensing Appeal Board and is subject to appeal by any party to the pro-ceeding.t'o the Atomic Safety and Licensing Appeal Board. 'The Appeal Board's rulings regarding the initial decision constitute final Commission action with respect to this proceeding.
Radio _1_ogical Effects Experience with licensed light water cooled power reactors to date shows that radioactivity in water and air effluents have generally been kept at less than a few percent of the limits specified in AEC regulations which are based on recom=endations of the Federal Radiation Council, the National Council on Radiation Protectica and Measurements, and the International Commission on Padiological Protection.. Environmental monitoring programs and detailed studies carried out in the environs _of nuclear poder plants by licensees, Etate Health Departments, the Bureau of Radiological Health -
USPHS, and the Atomic Energy Commission have in most cases revealed little or no increase in environmental radioactivity resulting from plant opeta-tions.
In the case of the Davis-Besse plant, the appl.icants initiated a preoperational environmental conitoring program in 1968 to provide inf rma-9 tion on background radioactivity levels so that any increase in radiation could be detected and evaluated in order to assure that there will-be no undue ri.tk to the public health and safety associated with the plant opera-tion. The details of the enviren= ental program, samples, frequency, type of measurements, and location of sampling will be established 15 months before the plant begins operation. The monitoring program, including ecological aspects, will be contained after plant operation begins, and

l bottom sediments, fish, soil, farm products and lake biota.
Other Environmental Considerations The applicants have stated that the Davis-Besse facility would employ a closed cycle cooling tower system to condense the steam after it passes through the plant turbine.
Utilization of such a system would preclude the discharge of large quantities of heated water to the aquatic environ-ment which is Lake Erie.
Cooling tower heat rejection would be accomplished by the process of evaporation such that air leaving the tower becomes nearly saturated with water vapor. The vapor then becomes dispersed in the atmosphere. The cooling tower for the Davis-Besse facility will be a natural draf t, hyperbolic type.
