Enclosed is an application (XCOM1331) received by the U.S. Nuclear Regulatory Commission (NRC), dated February 3, 2020, from Starwin Industries, to export terminal insulation blocks and sleeves, RTD insulated sleeves and shunt dividers, for use at the CNNP Liaoning Nuclear Power Company, Ltd. in China.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Please note that the dollar amount on page one of the NRC Form 7 is proprietary information.

The NRC will not include this information in the public record and requests that the Executive Branch agencies protect it as well.
