Method for Closure of VEGP Unit 3 ITAAC No 670

Relevant Regulations
- 10 CFR 73.55(e)(9)(i) requires vital equipment to be located within a vital area
- 10 CFR 73.55(e)(9)(ii) requires vital area access portals to be equipped with locking devices that allow rapid egress during an emergency and satisfy vital area control requirements
- 10 CFR 73.55(e)(9)(v) requires rooms or plant areas critical to plant operation and/or security to be considered vital areas
- 10 CFR 73.55(e)(9)(vi) requires that certain security related equipment be located within a vital area
VEGP Unit 3 Vital Areas
- To meet these requirements, VEGP Unit 3 currently has three distinct locations designated as vital areas
- One vital area boundary is defined by portions of the VEGP Unit 3 power block physical structure and several access portals. This vital area boundary envelopes the main control room, the spent fuel pool, the secondary alarm station and other areas containing vital equipment
- The remaining vital areas are located within other buildings within the site Protected Area
ITAAC 670 Application
- ITAAC 670 (C.2.6.09.09) acceptance criteria includes the statement:
The emergency exits through the vital area boundaries are locked, alarmed, and equipped with a crash bar to allow for emergency egress.
- The VEGP Unit 3 power block access portals that constitute emergency exits from the vital area boundary
- Access portals that constitute emergency exits from the vital areas located outside of the VEGP Unit 3 power block
Planned Testing on Other Security Doors
- For areas or rooms internal to the VEGP Unit 3 power block vital area boundary equipped with security doors that fail safe in the locked closed position, SNC plans to confirm that the locking device on the emergency exit doors for these areas or rooms allows prompt egress in an emergency.
Testing on these doors, which may or may not have crash bars, will not be included as part of the ITAAC Completion Notice.
