VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 INFORMATION PERTAINING TO FOREIGN INTERESTS On January 1, 2019, Dominion Energy, Inc. purchased SCANA Corporation. Dominion Energy South Carolina, Inc. (DESC), formerly South Carolina Electric & Gas Company (SCE&G), is a subsidiary of SCANA Corporation. On February 5, 2019 the Department of Energy administratively terminated SCE&G's Facility Clearance (Facility Code 6503).

On April 29, 2019, South Carolina Electric & Gas Company which is authorized under Facility Operating License NPF-12 to operate and possess Virgil C. Summer Nuclear Station (VCSNS) Unit 1, changed its name to Dominion Energy South Carolina, Inc.

SCE&G requested a license amendment on July 30, 2019 to reflect this name change.

The amendment was issued on December 11, 2019.

The Nuclear Regulatory Commission (NRG) has issued NRG "L" access authorizations to five (5) individuals at VCSNS. The purpose of this letter is to provide an organization chart for DESC (Attachment 1), Key Management Personnel (KMP) and the Senior Management Official (SMO) for VCSNS (Attachment 2), the Standard Practice Procedures Plan (SPPP) for VCSNS (Attachment 3), and an Owner, Officers, Directors, and Executive Personnel (OODEP) list (Attachment 4) for DESC. Information associated with individuals on the OODEP list that has previously been provided to the NRG, and clearances issued by agencies other than the NRG, are not included in Attachment 4.

It is requested that Attachments 2 and 3 be withheld from public disclosure under 10 CFR 2.390(d)(1). It is requested that Attachment 4 be withheld from public disclosure under 10 CFR 2.390(a)(6). In support of this request, an affidavit requesting that the NRG treat in its entirety as exempt from public disclosure under 10 CFR 2:390 is provided as Attachment 5 to this letter. Because DESC seeks to withhold Attachment 4 in its entirety, a non proprietary version of this attachment has not been submitted.

Affidavit in Support of Request to Withhold Information From Public Disclosure Pursuant to 10 CFR 2.390 1, Carter M. Reid, Executive Vice President, Chief of Staff and Corporate Secretary for Dominion Energy South Carolina, Inc. (DESC), formerly known as South Carolina Electric & Gas Company, state that:

1. I am authorized to execute this affidavit on behalf of DESC.

2. DESC is submitting an Owners, Officers, Directors and Executive Personnel (OODEP) list as part of a request for information by the Nuclear Regulatory Commission.

3. DESC requests that the information being submitted in Attachment 4 of this letter be withheld in its entirety from public disclosure. The OODEP list being submitted in Attachment 4 contains personal privacy information (citizenship) that is appropriate to be withheld from public disclosure in accordance with 10 CFR 2.390 (a)(6). Attachment 4 contains business sensitive information that should be held in confidence by the NRC pursuant to 10 CFR 9.17(a)(4) and 10 CFR 2.390(a)(4). The following factors specified in 10 CFR 2.390(b)(4) justify withholding this information from public disclosure in its entirety:

a. This information is and has been held in confidence by DESC.

b. The information in Attachment 4 is a type that is held in confidence by DESC, and there is a rational basis for doing so because the information contains sensitive business information related to the business structure, business and ownership interests of DESC.

Further, the OODEP list contains personal privacy information (citizenship information), the release of which would constitute a clearly unwarranted invasion of personal privacy.

c. This information is being transmitted ta the NRC in confidence.

d. This information is not available in public sources and could not be gathered readily from other publicly available information.

e. Public disclosure of this information would create substantial harm to DESC by disclosing business structure and business and ownership interests to other parties whose financial interests may be adverse to DESC.

4. Accordingly, DESC requests that the designated information be withheld from public disclosure pursuant to the policy reflected in 10 CFR 2.390(a)(4) and 9.17(a)(4).
