This letter refers to the inspection conducted by Ms. Laurie Peluso of this office on May 10-14,
1993, of activities authorized by NRC License Nos. NPF-39 and NPF-85 at the Limerick

Generating Station, Units 1 & 2, Limerick, Pennsylvania and to the discussion of our findings
i
held by Ms. Peluso with Mr. J. Doering and other members of your staff at the conclusion of
the inspection. This letter also refers to the telephone discussions held by
Dr. Bores,
,
Ms. Peluso, and Mr. Mallon, of your staff, on June 4,1993.

Areas examined during this inspection, involving your Radioactive Liquid and Gaseous Effluent
!
Control Programs, are important to public health and safety and are described in the NRC
l
Region I Inspection Report that is enclosed with this letter. Within these areas, the inspection
consisted of selective examinations of procedures and representative records, interviews with
j
personnel, and independent observations by the inspector.

Based on this inspection we found that you generally continued to maintain effective effluent'
control programs. However, it appears that one of your activities was not conducted in full
compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith
I
as Appendix A. This violation has been categorized by severity level in accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,
Appendix C (Enforcement Policy). You are required to respond to this letter and in preparing -
your response, you should follow the instructions in Appendix A. While we recognize that this
violation was identified by you staff, we can not credit you with self-identification because
corrective actions were still not take at the time of this inspection.

There was another violation identified involving insufficient sampling while certain effluent

monitors were out of service. That violation has been categorized as a non-cited violation
- !
because it was promptly identified and corrected by your staff. Response to the non-cited
violation is not required.

The response directed by this letter and the accompanying Notice are not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork Reduction
!
Act of 1980, PL96-511.
