Dear Sir:
On April 26, 1993, GE's Nuclear Energy and Components Manufacturing facility in Wilmington, N.C.
received a copy'of the NRC's proposed rule to revise the Fee Schedules in order to achieve 100% fee recovery for the NRC's Fiscal Year 1993..The proposed increase of $26.4 million increases the amount to be recovered from S492.5 million to $518.9 million, an increase of 5.4%.
4 There has been~a move in recent years throughout our industry to re. duce costs'and. improve productivity.
For example, GE while significantly increaring our company wide safety emphasis and improving safety performance has, over the past ten years, reduced employment levels by approximately 25 percent and completed numerous programs directed at controlling-costs and increasing productivity.and effectiveness.
As a result, we have been able to maintain,~and in many cases, reduce the cost of our products.
In light of our recent drive to reduce our costs, it is alarming that every year we see a steady increase in the NRC's' budget with a substantial impact to the individual licensees.
While we understand some of the reasons for the NRC increase ', such as fewer licensees, the impact to us and other licensees is significant.
For example, this year, as a result of removing one licensee from the Low. Enriched Fuel (LE") category, the proposed Annual Fee and' Surcharge increases from S836.5k to $1319.0K, an increase of 57.7%.-
Large fee increases such as this one, have significant impacts on our business planning.
We request that a maximum: annual increase be developed in order to provide licensees with some degree of protection against excessive increases.
