SUBJECT: NRC ENFORCEMENT CONFERENCE, REPORT NUMBER 50-254/93016(DRP);

50-265/93016(DRP)

Dear Mr. DelGeorge:

This refers to an Enforcement Conference conducted by Mr. John B. Martin ~ and

[

other members of the Region III staff on June 2, 1993, of activities at Quad

Cities Nuclear Power Station, Units 1 and 2, and to the discussion of our

findings with Mr-. R. Pleniewicz, Quad Cities Vice President, and those members

'

of your staff identified in the enclosed report.

You will be notified by separate correspondence of our . decision regarding

enforcement action based on the information presented and discussed at the

Enforcement Conference.

As discussed at the conference, a generic concern was identified regarding the

installation of oilers on rotating equipment.

The cause for the degraded

-

bearings on the Quad Cities Unit 2 emergency diesel generator cooling water pump

was inadequate training on how to install oilers and read oil levels along with

the mechanic's failure to follow a procedure precaution to match mark parts prior

to oiler disassembly.

To assure that this concern is addressed at all

Commonwealth Edison facilities, please provide a written response within 30 days

!

from the date of this letter outlining generic corrective actions taken and any

E

additional actions you pl an to prevent bearing degradation due to oiler

installation and oil level reading errors.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed enforcement conference report will be placed in the NRC

Public Document Room.

The response directed by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.
