ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 (ANO-1&2) - RESPONSE TO GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS" (TAC NOS. M85514 AND M85515)
By letter dated April 16, 1993, you provided a response to Generic Letter (GL) 92-08 for ANO-l&2.
Your response states that Thermo-Lag fire barrier materials are not utilized in ANO-1.
Your response also states that a small quantity of Thermo-Lag fire barriers installed at ANO-2 were previously believed to be qualified based on your understanding of the NRC guidance in existence at the time of installation and that the fire barrier configurations installed at ANO-2 resemble but do not exactly replicate fire-tested configurations.
Your response also states that deviations from the tested configuration were not performed.
Although Thermo-Lag barriers were evaluated and may have been considered qualified, the results of recent tests and inspections indicate that further actions are now necessary to address fire endurance and ampacity derating of Thermo-Lag barriers.
Your response states that appropriate actions to resolve fire barrier concerns are being developed through an industry program coordinated by NUMARC and that you will apply the results of the industry program, when completed, to the Thermo-Lag 330-1 installations at AN0-2.
Compensatory measures for these inoperable or degraded fire barriers are in place and will remain in place until these barriers can be declared operable.
Your response further states that, based on the current industry testing schedule, your corrective actions are currently scheduled to be completed by June 1, 1994.
In your response to GL 92-08 you indicated that the actions necessary to restore (or confirm) the operability of these barriers will be based on the results of the NUMARC program.
The staff expects that licensees referencing this program will review the test results and, within 30 days of the completion of this test program, inform the NRC of the actions necessary and the schedule for restoring the operability of these fire barriers, including those plant-specific or unique fire barrier configurations that are not bound by the NUMARC program.
In accordance with the reporting requirements of GL 92-08, you are also requested to confirm, in writing, completion of the corrective actions.
