Dear Dr. Murley:
In the above referenced letter Commonwealth Edison was requested to review proposed changes to the araendment request previously submitted for Dresden Unit 1 Technical Specification.
Replies to the questions posed in Attachment 1 to your letter are answered as follows:
Question #1: TS Table 6.1.1, Page 6-4: since Dresden is defueled and loading of fuel into its reactor is not permitted, the section labeled "three" does not have any function since the Unit I reactor will never be refueled. Based on our conversation with your staff, we have determined that the section labeled three may be deleted. Please inform us if you agree.

Answer: In the November 1991 submittal of Revision 3 to the Dresden 1 Decommissioning Plan, Commonwealth Edison provided a listing of System Status for the SAFSTOR Period in Section 6.2, page
- 41. After reviewing this list to determine what plant systems will be left in service that might involve nuclear safety, it was concluded that only the Dresden 1 spent fuel pool and the fuel transfer tube fell into this category.
Question #3: TS 6.C.1, page 6-18: NRC rules now permit annual radioactive efiluent release reports instead of semi-annual. Based on -
conversation with members of your staff we understand that CECO has no objection to that change to the Dresden 1TS to make them more consistent with current requirements. Please inform us if you agree.
Answer: Commonwealth Edison agrees that a change to permit annual radioactive effluent release reports instead of semi-annual is desirable. We agree with your intention to change the Dresden 1 3
Tech Specs.
In reference to the submittal of a certified fuel handler training program, Commonwealth Edison agrees to develop a program for Dresden 1 fuel handlers. At this time, however, we cannot provide a schedule for submitting that training program for NRC review. This commitment requires coordination between multiple on-site departments that cannot be accomplished before June 10, 1993. It is our intention to implement a certified fuel handling program and it is' our expectation that we will be able to provide you with the schedule prior to July 2,1993.
