10 The first is SECY-93-120, Randall C. Orem, 11 Commission action on settlement agreement approved in 12 Licensing Board proceeding 92-18.
The Commission in 13 this paper is being asked to act on a memorandum and j
14 order detailing the Commission's review of a
i 15 settlement agreement between the NRC staff and Doctor i
16 Randall C.
Orem.
17 Commissioners
- Rogers, Remick, and de 18 Planque have approved the order which indicates that f
19 the Commission will not overturn a
settlement 20 agreement, however the Commission is providing i
21 guidance on certain matters of regulatory policy.
t 22 The Chairman and Commissioner Curtiss have 23 disapproved the stipulation in the settlement 24 agreement by which none of the facts associated with i
25 the proceeding would be held against Doctor Orem in l
