Proposed Technical Specification Change No.180- Removing the List of frubbers from Technical Specifications Gentlemen:

Maine Yankee hereby submits, pursuant to 10 CFR 50.90, this application to amend

-sections of the Maine Yankee Technical Specifications. This proposed change requests deletion of Table 3.20-1, Safety Related Snubbers, from Specification 3.20, Shock Suppressors (Snubbers), and is being submitted consistent with References (b) and l

(c).

This proposed change to the requirements of Specification 3.20 is designed to remove an unnecessary administrative burden in amending the license in order to add, delete, or modify the list of snubbers supporting safety-related systems or components.

In addition, changes to Specification 4.9, Shock Suppressor (Snubber)

Surveillance Testing, and Specification 5.10, Record Retention, are proposed

consistent with the deletion of Table 3.20-1 (Sheets 1 through 5).

A description of the proposed changes and a summary of the Significant Hazards Evaluation is presented in Attachment A. As discussed in the attachment, this change does not involve a significant increase in the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any accident previously evaluated or invohe a significant reduction in a margin of safety. Thus, based on this evaluation, it is concluded that there is reasonable assurance that operation of the Maine Yankee plant, consistent with the proposed Technical Specifications, will not impact the health and safety of the public.

Revised Technical Specification pages 3.20-1, 4.9-1. 4.9-2. and 5.10-2 are included in Attachment B.

ATTACHMENT A Description of Proposed Chanaes Generic Letter 84-13 provided guidance on removing the list of snubbers from Technical Specifications (TS) and noted that many license amendments had been required in order to add, delete, or modify the list of snubbers.

The NRC staff concluded that the list of snubbers was not necessary, provided the TS were modified to specify those snubbers that are required to be operable. Also, the staff noted that any changes in the quantity, type, or location of snubbers would constitute a change to the facility and thus would be subject to the provisions of 10CFR50.59.

To implement this approach, Generic Letter 91-08 states that the TS should be revised to incorporate an explicit description of those components for which the TS requirements apply. A list of those components must be included in a plant procedure that is subject to the change control provisions for plant procedures in the Administrative Controls section of the TS.

This proposed change modifies the existing snubber TS to state that the only snubbers excluded from the IS requirements are those installed on non-safety-related systems, and then only if their failure or the failure of the system on which they are installed would have no adverse effect on any safety-related system.

A list of snubbers is included in plant procedure 17-28 which is subject to the change control provisions for plant procedures in the Administrative Controls section of the TS.

This proposed change removes Table 3.20-1 (Sheets 1 through 5) with the list of snubbers and its associated reference from Technical Specification 3.20 and modifies the related surveillance and record retention TS requirements accordingly.

Sianificant Hazards Evaluation This proposed change is requested in order to delete Table 3.20-1, Safety Related Snubbers, contained in Section 3.20 of the Maine Yankee Technical Specifications.

As such, this proposed change would not:

1.

Involve a significant increase in the probability or consequences of an accident previously evaluated.

This change only deletes the list of snubbers from Technical Specifications.

It does not change the operability or surveillance requirements for snubbers.

2.

Create the possibility of a new or different kind of accident from any previously evaluated. Verification of snubber operability is maintained while requiring no system configuration changes in order to perform surveillance testing, which adversely affects system functional performance.

3.

Involve a significant reduction in a margin of safety. Verification of snubber f

operability is maintained.

Snubber surveillance testing at Maine Yankee will continue to ensure that snubber operational readiness criteria are consistent with the requirements of Specification 4.9.

System performance surveillance will continue to be conducted in accordance with plant Technical Specifications.

Based on the above, it is concluded that there is reasonable assurance that operation of the Maine Yar.kee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public.
