SUBJECT:
SECY-93-093 - TROJAN tUCpAR PLANT POSSESSION-ONLY LICENSE M4ENDMENT The Commission (with all Commissioners agreeing) has approved issuance of a possession-only license (POL) to Portland General Electric Company for the Trojan Nuclear Plant.
Commissioner Remick disagrees with the staff statement in the SECY paper that issuance of'either the Confirmatory Order or the proposed POL would allow the licensee substantial additional flexibility in determining what maintenance activities on radioactive systems and components must be performed.
Although that may be true for the POL, he believes that, since a Confirmatory Order does not involve the same detailed level of staff review as a POL, a licensee under a Confirmatory Order is still bound by their operating license and therefore not afforded the additional flexibility described by the staff.

Commissioner Remick stated his view that the staff should clarify the difference in authority provided by each action and monitor licensee actions accordingly.
