Commissioner Rogers Comments on SECY-93-090 The staff should be commended for an excellent job in assessing the SALP program and preparing their final recommendations for changes.

I agree with most of the recommended changes except for the following:

1.

While I agree that the Safety Assessment / Quality i

Verification (SA/QV) should not be rated.as a separate functional area, it should be specifically addressed in the SALP cover letter that is prepared by the Regional j

Administrator.

The Part II of the Handbook of Management Directive 8.6 (MD 8.6) should be revised on Page 11 to add the following additional item to be included in the cover letter:

The staff has recommended removing the trend designators

(" improving" or " declining") from the performance ratings for the functional areas.

While I agree that the ratings, which will emphasize performance during the last six months, would represent the current licensee performance, I do not agree that the trend information should be deleted.

Information about the performance trend can be valuable both to the licensees and to the NRC staff and I believe that it should continue to be appropriately included in the performance ratings.

A discussion similar to that on Page 12 of the (08/10/92) draft of the MD 8.6 Handbook should be added to Part I of the MD 8.6 Handbook.

The staff recommends that the regional administrator may decide not to hold a SALP public meeting under certain situations and it is so indicated in MD 8.6.

I believe that this approach has the wrong emphasis.

SALP public meetings should be held as a matter of standard procedure.

Only under unusual circumstances should a regional administrator not hold a SALP public meeting.

The next to last sentence in the first paragraph of Page 12 of the MD 8.6 Handbook _

1 should be changed to read as follows:

The regional administrator will normally hold a SALP public meeting unless unusual circumstances arise which may make a public meeting unnecessary or inadvisable.

An additional editorial change regarding scheduling of the public meeting is included on Page 12 for clarification.

Suggested revisions have been indicated in the attached pages and the staff should ensure that, if needed, other appropriate changes should be made for consistency.

Completion and issuance of the SALP Report (3)(continued) report will dictate the length of the report. The SALP cover letter should include the following:

A characterization of overall safety performance of the licensee.

The SALP cover letter will highlight common themes oflicensee performance identified by the SALP process. The cover letter should characterize the licensee's performance and should place in perspective any signifirant events or findings that took place outside the assessment period that bear on the evaluations in the report. The SALP report should be consistent with the results of any other current events and processes related to the plant's performance, such as results of recent Senior Management Meetings and major team inspections, to ensure that conflicting messages are not inadvertently transmitted to the licensee.
