,w Commissioner de Planque's comments on SECY-93-90 I commend the staff for their thoughtful reevaluation of the SALP process and support most of the changes proposed by the staff which should enhance the process.

I am concerned however about the use of numerical performance scores.

I remain unconvinced that there is an overriding need to retain numerical scores especially in view of compelling arguments'in favor of deleting the scores.

Rather, I agree with Commissioner Remick that the real value of the process lies in the integrated assessment and dialogue with the licensee.

Thus, I disapprove continuation of numerical scores.

I also support the staff's recommendation to delete performance trends.

I agree with Commissioner Rogers that the SA/QV functions are important and should be specifically addressed.

However, I would not limit the staff to addressing this in the SALP cover letter but instead would allow the staff the discretion to determine how this can best be done.

With respect to the meeting with the licensee, I agree with the comments of Commissioner Remick at the briefing that the real value is in the communication with the licensee and I encourage staff's efforts to make these discussions as meaningful as possible.

Thus I agree with Commissioner Rogers that SALP public meetings should be held as a matter of standard procedure with exceptions only in unusual circumstances.
