COMMENTS:
I concur with Chairman Selin's comments.
In particular, I agree with his comments with respect to staff not being treated as a party to proceedings and not subject to any separation of functions limitations.
I agree therefore, with Commissioner Curtiss's recommendation on the issue of ex carte restrictions.
I disagree with OGC's recommendation of " modified full magistrate" scope for the ASLB's responsibilities and support the
" limited magistrate" model.
And finally, I do not support the-inclusion of proprietary information in either the certified design rule or the staff's SER.
I agree with OGC's third alternative for gaining access to proprietary information.
