]4 Commissioner Rogers' Comments.on SECY-93-034 The staff's plans to establish a toll-free telephone recording of staff meetings open to the public and a public-access: electronic-bulletin board system (BBS) for agency meeting announcements, as stated in the paper, are excellent initiatives.

The staff should also consider, during development of the BBS, incorporating capabilities to include the dissemination of various other public documents that the NRC publishes such as those in the Federal Register (notices of proposed and final rulemakings, petitions, meeting notices, etc.), public announcements, bulletins, information notices, generic letters, etc.

The BBS could also have the capability to handle comments that the public may wish to submit regarding a particular-rulemaking action.

It is possible that all of these types of capability may not be appropriate for a toll-free BBS but would be more appropriate for use with a regular telephone number or through a 900 number.

If.

that were the case, an alternate BBS could be created and referenced by the toll-free BBS.

Implementation.of these BBS's could provide an excellent opportunity to' improve the' ability of the public to access NRC information and'to communicate with the NRC, and for the NRC staff quickly and efficiently to obtain public' input.

However, there will be costs associated with maintaining such facilities and these must be carefully considered and provided for, perhaps through additional. economies or trade-offs if the concept appears to have merit.

I understand that SECY intends to review the staff initiatives from the standpoint of including, in'the future, announcements of Commission meetings open to the public.
