f ~ $$f0 May 11, 1993 Lee Meredith Day 9 Old Route 9 Wappingers Falls, NY 12590 (914)298-1357 Ivan Selin, Chairman United States Nuclear Regulatory Commission Washington, DC 20555 Dear Mr Selin Please advise the NRC licensing board to deny th'e application by Louisiana Energy Services to construct a uranium enrichment facility in Homer, Louisiana.

I am concerned that the plant may be completely unnecessary.

There is already a worldwide overcapacity for producing enriched uranium.

Local elderly residents without transportation will be unable to quickly evacuate in the event of the accidental release of UF6, which produces toxic hydrogen fluoride.

The drinking water supply will be threatened.

I know we may be told that all efforts to prevent the release of toxins will be taken.

However, this promise only applies as long as the Louisiana Energy Services is responsible for the toxins.

I am not confident that any local political system will be responsible long enough for the radioactivity to reduce to safe levels.

I cuppose if the lives and health of people, other animals, insects, microorganisms and plants are damaged, you will just be sorry Yet being sorry will not restore precious life and health.

Please do not issue a license to the Louisiana Energy Services to construct a facility in Homer, LA.

Cincerely, A
