Dear Chairman Selin:
We are writing to you to urge that the NRC licensing board should DENY the application of LES to construct a uranium enrichment facility in Homer, Louisiana; because:
The local communities of Forest Grove and Center Springs are-adamantly opposed to having the LES plant located in their backyard; because
--of the negative social and environmental impact on the area;
--of the environmental racism; See: Tox1c Waste and Race in the United States (a report by the Commission for Racial Justice of the United Church of Christ, 1987,)
which indicates, as do other studies, an overwhelmingly

disproportionate number of toxic waste sites, incinera-tors, and hazardous chemical and industrial operations sited in poor minority communities;
--the closing and rerouting of the only road servicing these two communities;
--of the contamination of water in the Lake Claiborne watershed, dangerously close to local wells of a re-tirement community;
--of nuclear proliferation through the use of centrifuges,.
a,teghnology used to produce highly enriched uranium yhich i~s better and more cheaply done by DOE (hope-fully without threat of proliferation.)
We don't need any of these problems, and we hope and pray that NRC will recognize tha importance of withdrawing from this plan.
