Completion of Upgrade to Fire Detection Zone 410 Gentlemen:
On December 6, 1991, Toledo Edison (TE) submitted a Special Report (NP-40-91-03) to the Nuclear Regulatory Commission (NRC) pursuant to the Davis-Besse Nuclear Fover Station (DBNPS) Operating License Appendix A Technical Specifications, reporting the inoperability of Fire Detection Zone {FDZ) 410 (containment building east passage)..The letter noted that due to high radiation levels in FDZ 410 during plant operation, this zone vould remain inoperable until the eighth refueling outage (8RFO) or an outage of sufficient duration. It was further stated that a supplemental report would be submitted describing the actions taken, once FDZ 410 was returned to an operable status. This letter satisfies that commitment.
On May 19, 1992, TE submitted a revision to the above mentioned Special Report, stating TE's plans to upgrade the FDZ 410 fire detectors with new state-of-the-art detectors during 8RF0. This upgrade was accomplished during the BRF0 and FDZ 410 was returned to an operable status.
