Dear Mr. DelGeorge:

This refers to the routine safety inspection conducted by J. D. Smith,

,

V. P. Lougheed, and M. J. Miller of this office from March 16 through

i

April 28, 1993. The inspection included a review of activities authorized for

!

your Zion Nuclear Generating Station.

At the conclusion of the inspection,

i

the findings were discussed with those members of your staff identified in the

i

enclosed report.

The enclosed copy of our inspection report identifies areas examined during-

!

the inspection. Within these areas, the inspection consisted of a selective

examination of procedure and representative records, observations, and

interviews with personnel.

As described in the enclosed inspection report, you identified a violation,

l

and to encourage and support licensee initiatives for self-identification and

i

,

correction of violations, the violation is not being cited because the

criteria specified in Section V.G.1 of the " General Statement of Policy and

Procedure for NRC Enforcement Actions" (Enforcement Policy, 10 CFR 2, Appendix

{

C, (1988), were satisfied. The inspection showed that actions had been taken

j

to correct the identified violation and to prevent recurrence. Our

i

understanding of your corrective action is described in the Licensee Event

Report. Consequently, no reply to this violation is required.

l

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
